VistA is a Electronic Health Record applications developed by the U.S. Department of Veterans Affairs since the late 1970s. Because it was developed by Federal Employees, it is available as public domain under a simple Freedom of Information Act (FOIA) request. It is all Free Open Source Software, released under several licenses.
